Announcement [2022] No.123 of the General Administration of Customs
In accordance with relevant laws and regulations of China and the provisions of the protocol signed by and between the General Administration of Customs of the People's Republic of China and the Ministry of Climate Change and Environment of the United Arab Emirates ("UAE") on requirements for inspection and quarantine of camel milk products exported to China from the UAE, as from the date of promulgation of this Announcement, the import of qualified camel milk products from the UAE is permitted.
I . Basis of Inspection and Quarantine
(I) Law of the People's Republic of China on the Quarantine of Importing and Exporting Animals and Plants, Implementing Regulations for the Law of the People's Republic of China on the Quarantine of Importing and Exporting Animals and Plants, Law of the People's Republic of China on Imported and Exported Commodities Inspection, Implementing Regulations for the Law of the People's Republic of China on Imported and Exported Commodities Inspection, Food Safety Law of the People's Republic of China, and Implementing Regulations for the Food Safety Law of the People's Republic of China.
(II) Administrative Measures of the People's Republic of China for the Safety of Imported and Exported Food, and Administrative Provisions of the People's Republic of China on Registration of Overseas Manufacturers of Imported Food.
(III) Protocol of the General Administration of Customs of the People's Republic of China, the Ministry of Climate Change and Environment, the UAE on Inspection and Quarantine Requirements for Camel Milk Products Exported to China from the UAE.
(IV) Announcement of the General Administration of Customs on Clarifying the Inspection and Quarantine Requirements for Imported Dairy Products.
II . The scope of products permitted to be imported
The camel milk products exported to China from the UAE (hereinafter referred to as "camel milk products exported to China") refer to the milk products that are originated in the UAE and are processed with camel milk as the main raw materials that have been properly heat-treated, including fermented milk and milk powder.
III . Requirements for Manufacturers
The manufacturers of camel milk products exported to China must have been approved or registered by the UAE official, under the supervision of the UAE authorities and in compliance with the relevant requirements of animal hygiene and public hygiene of China and the UAE.
According to the Food Safety Law of the People's Republic of China and the Administrative Provisions of the People's Republic of China on Registration of Overseas Manufacturers of Imported Food, manufacturers exporting camel milk products to China shall be registered in China. Products produced by enterprises without registration shall not be exported to China.
IV . Requirements for milking stocks providing raw milk
The camels providing the raw milk for the camel milk products exported to China shall satisfy the following conditions:
(I) No case or suspected case of foot-and-mouth disease on the farm at least one month before the collection of raw milk;
(II) When raw milk was collected, no clinical signs of anthrax were found on the farm;
(III) The farm was not infected or suspected to be infected with MERS coronavirus at the time of collection of raw milk;
(IV) Such farm is under the supervision of local competent departments; and
(V) The farm and its surrounding area were not subject to quarantine restriction due to animal diseases according to World Organization for Animal Health (WOAH) Code of Terrestrial Animal Health and UAE Animal Health Code.
V . Requirements for Certificates
The camel milk products exported to China shall be accompanied by the sanitary certificate issued by the UAE authorities.
VI . Food safety requirements
(I) The camel milk products exported to China shall comply with the requirements of the laws and regulations of the UAE and China as well as the requirements of the national standards of China on food safety;
(II) Camel dairy products exported to China shall be processed by adopting one of the following procedures:
(a) disinfection procedures with a minimum temperature of 132 ° C for at least one second (ultra- high temperature UHT), or
(b) If the pH of milk is lower than 7.0, follow a disinfection procedure requiring a minimum temperature of 72 ° C for at least 15 seconds (High Temperature Short Time Pasteurization, HTST), or
(c) If the pH of the milk is 7.0 or above, follow the HTST procedure twice.
VII . Packaging and Labeling Requirements
The camel milk products exported to China must be packed with brand new materials meeting the international standards. The outer package shall indicate the manufacturer's registration number. The inner package must comply with the relevant provisions of China and the label shall indicate the country of origin, product name, registration number, name, address and contact information of the manufacturer, date of production and expiration date, etc.
VIII . Storage and transportation requirements
The whole process of storage and transport of the camel milk products exported to China shall comply with the sanitary conditions and prevent the contamination of toxic and harmful substances. After the goods are loaded into containers, a sealing mark shall be put on the goods, the number of the sealing mark shall be noted in the sanitary certificate. Packages shall not be opened or replaced in the course of transportation.
