研究方法：统计数据分析

核心内容：对上海、深圳、宁波等十大海运口岸2016年5月期间进口集装箱货物的总体放行时间以及卸货、通关准备、通关、货物提离码头等操作环节耗时进行分析比较。

研究发现：

（1）各口岸总的平均耗时和各阶段上的平均耗时存在较大差异；

（2）部分口岸货物抵达码头前不能向海关发送舱单数据；船代需现场换单和现金支付；检验检疫施检时调柜难等原因导致通关准备阶段耗时增加；

（3）担保放行审批流程繁杂；重复递单；查验耗时；系统放行需人工干预等原因导致通关阶段耗时增加。

Research Methods: Statistical data analysis

Core Content: Analysis and comparison of the total release time for imported container cargos and the operation time of unloading, customs clearance and its preparation, as well as the cargo removal from the terminal in top 10 shipping ports in China, such as Shanghai, Shenzhen, Ningbo etc.

Findings:

1. With the total time and average time spent in each stage, there is a significant difference amongst the various major ports.

2. Some ports were not able to send manifest data of the cargo to the customs prior to arrival; shipping agencies would have to exchange delivery orders and pay in cash on-site; difficulties in switching cargos and other factors had resulted in an increase in customs clearance time while engaging in inspections and quarantine process.

3. Instances such as complicated approval process for guaranteed release, duplicate declarations, prolonged inspection time, manual intervention during system release have attributed to the increased time taken during the custom clearance stage.
