中国进出口贸易管制问题研究报告

研究方法：类型划分、要素分解

核心内容：搜集、梳理我国进出口贸易管制方面的相关制度，同时以类型划分、要素分解等方式对各种监管证件展开讨论，以便，发现我国进出口贸易管制的突出问题，并尝试提出合理化的意见和建议。

研究发现：

（1）现有贸易管制管理制度立法依据不足，法律位阶过低；

（2）管制范围界定不科学、不清晰；缺乏规范统一，名称杂乱；

（3）办证程序复杂，时间过长以及主管机构和海关之间协调配合不够，核查方式落后等。

下一步研究计划：

研究更新我国进出口贸易管制制度

Research Methods: Type division and factor decomposition

Core content: Collect and sort out the relevant systems of China's import and export trade control, and discuss various regulatory documents by means of type division and factor decomposition, so as to find out the prominent problems of China's import and export trade control, and try to put forward reasonable opinions and suggestions.

The Report finds:

(1) The existing trade control management system lacks the legislative basis and the legal rank is too low;

(2) Unscientific and unclear definition of the scope of control; Lack of standardization, name disorderly;

(3) The processing procedure is complicated, the time is too long, the coordination between the competent authorities and the customs is insufficient, and the verification method is backward, etc.

Next research plan:

To study and update China's import and export trade control system
