Core Content: The case was a container of imported timber from Costa Rica to Shanghai, China. Recording and analysis of every stage of the importing process and operation procedures; details of the cost incurred and unresolved issues were documented. A combination of horizontal and vertical comparison of the study was also conducted.
Findings:
The overall operation process in Shanghai Ports is relatively reasonable, although there are room for optimization of the operation process;
The charges in Shanghai are in the upper range compared with other ports. The charges need to be more transparent;
The market competition for inspection and quarantine process should be expanded further;
The identification standards and procedures for container pollution and damages need to be further optimized.
