天津港口岸降费提效治乱出清优化环境专项行动效果评估年度报告

核心内容：通过问卷调查、企业座谈会与访谈的形式对天津港自2018年3月开展的通关环境优化专项行动的实施效果进行定期评估；同时搜集企业对天津口岸提升管理水平的意见与建议。

研究发现：

（1）天津口岸营商环境已得到明显改善，企业满意度提高；

（2）天津口岸集装箱进口收费下降24.1%，出口下降15.4%；

（3）天津口岸集装箱货物通关耗时相较于2017年，进口减少了1.8天，出口减少2.3天；

（4）押箱费、修洗箱、货代收费存在问题有待研究解决。

Customs Clearance Optimization of Tianjin Port

Core contents: Data were collected via the use of questionnaire surveys, enterprise seminars and interviews in order to evaluate the effect of the implementation of the customs clearance optimization carried out by Tianjin Port since March 2018. Meanwhile, the feedbacks and suggestions of the companies on how to improve the management of Tianjin Port were collected.

Findings:

(1) The business environment of Tianjin Port has significantly improved, and the enterprise satisfaction of the services has also increased generally;

(2) The charges of import container in Tianjin Port have decreased by 24.1%, while the charges of export container has decreased by 15.4%.

(3) In comparison to 2017, the customs clearance time of container cargo at Tianjin Port has decreased by 1.8 days for imports and 2.3 days for exports.

(4) Existing problems such as the escrow fee, box maintenance and cleaning fee and freight forwarding charges need to be studied and resolved further.
