2017年中国海运进口集装箱货物口岸放行时间评测研究报告

研究方法:统计数据分析

核心内容:通过海关信息系统、码头运营系统数据、国检(ECIQ)系统三个渠道搜集上海、深圳、广州等十个口岸2017年5月海运进口集装箱货物的相关数据,就总体通关以及不同操作环节的耗时进行了分析和比较。

研究发现

1)各口岸整体通关耗时存在较大差异;天津平均耗时最短(6.09天),宁波平均耗时最长(9.04天);

2)2017年全国整体的平均总耗时约为6.63天,相较于去年的7.11天有所进步;

3)人工审单、海关查验部分的进口货物通关耗时明显增加;

4)“提前放行(汇总征税/担保放行)"和“运抵前申报"可以明显地减少通关阶段的耗时。

Evaluation Report of the Release Time of Maritime Imported Container Cargo

Research Methods: Data analysis

Core Content: Data collected in May 2017 pertaining to seaborne imported container cargoes at 10 ports in Shanghai, Shenzhen and Guangzhou were analyzed and compared. The data were taken from customs information system, terminal operation system, and national inspection (ECIQ) system.

 

Findings:

  1. There is significant difference in the overall customs clearance time of each port, with Tianjin having the shortest average time (6.09days) and Ningbo having the longest average time (9.04 days);

  2. The overall national average release time in 2017 was about 6.63 days, which was an improvement from 7.11 days in 2016.

  3. The release time increased significantly when the imported goods met the need for manual review and customs inspection;

  4. "Pre-release (collective taxation / guaranteed release)" and "pre-declaration" can significantly reduce the time required during customs clearance.
