广东口岸营商环境评估跟踪问效

核心内容：本项目主要包括三方面内容（1）针对广东省水运、空运、陆运口岸运作特点，建立广东口岸营商环境评估机制，分类评估各类口岸的营商环境；（2）跟踪各地市对《广东省优化口岸营商环境促进跨境贸易便利化措施的通知》（粤府函〔2019〕31号）中各项措施的推进落实程度；（3）为广州应对世界银行《营商环境报告》跨境贸易展开测评，并提供意见建议。

研究发现：

（1）口岸通关服务水平明显提升，整体通关时间持续压缩；

（2）口岸收费进一步规范，通关及口岸作业成本稳中有降；

（3）驳船转关模式下各地成本差异较大；

（4）国际贸易“单一窗口”建设稳步推进；

（5）粤港澳大湾区口岸通关便利得到进一步提升；

（6）口岸营商环境整体满意度较高，部分事项仍有进一步提升空间；

（7）按照世行口径对进出口边境和单证合规耗时、合规成本的八个指标分别考核，广州市的测算综合得分为95.3分。

tracking assessment report on Guangdong port business environment effectiveness

Core Content: This project mainly includes three aspects: (1) According to the operational characteristics of water, air and land transport ports in Guangdong Province, establish a Guangdong port business environment assessment mechanism to assess the business environment of various ports by category;(2) To track the implementation level of various measures in accordance with the Circular of Guangdong Province on Improving the Business Environment at Ports and Promoting Cross-border Trade Facilitation (Guangdong Government Letter [2019] No. 31);(3) Evaluate Guangzhou's response to the World Bank's "Doing Business" cross-border trade report, and provide suggestions.

The report finds:

(1) The level of customs clearance service at the port has been significantly improved, and the overall customs clearance time has been continuously compressed;

(2) Port charges were further standardized, customs clearance and port operation costs were stable and decreased;

(3) Under the barge transfer mode, the cost varies greatly among different places;

(4) Steady progress has been made in building a "single window" for international trade;

(5) Port clearance convenience of the Guangdong-Hong Kong-Macao Greater Bay Area has been further improved;

(6) The overall satisfaction with the port business environment is relatively high, and there is still room for further improvement in some issues;

(7) According to the World Bank's assessment of the eight indicators of import and export, document compliance time and compliance cost, the comprehensive score of Guangzhou is 95.3 points.
